Job Description

The Grants and Operations Director is a leadership position responsible for developing, managing, and overseeing the full range of grants management activities and practices across the AAPI Civic Engagement Fund, grantees, and overall operations. On the grants side, they will oversee grant processing, compliance and risk management, data management, and ownership of the Fund’s grantmaking system(s). On the operations side, they will assess, plan, and execute activities to ensure the organization is operating effectively and efficiently and is compliant with all policies.



  • Assess, plan, lead, and ensure compliance in the areas of operations, finance, and HR.
  • Establish quantitative and qualitative metrics and standards by which the organization’s efficiency and effectiveness can be evaluated.
  • Oversee contracts and payment systems and processes, ensuring all processes and protocols exist and are followed.
  • Plan and oversee operations and administrative costs and how that impacts the organizational budget.
  • Lead coordination and integration of efforts among operations, programming, and development to produce smoother workflow, value-aligned, and cost-effective business processes.
  • Assess and provide administrative and events support for programming to successfully meet organizational impact goals.
  • Manage the organization’s overall IT planning and execution.
  • Oversee and manage the organization’s files and databases.

Human Resources

  • Oversee the HR and personnel management in coordination with fiscal sponsor including creating job descriptions, managing the hiring process, onboarding, staff development and performance reviews.
  • Manage relationships with consultants and vendors.

Contracts & Financial Administration

  • Oversee solicitation of Request for Proposals, development of contracts and payment tracking with vendors and consultants in coordination with the fiscal sponsor and supervising staff.
  • Ensure proper documentation and accurate accounting for all revenue and expenses, including tracking accounts payable and receivable.
  • Support compliance practices consistent with our fiscal sponsor’s procedures, including relevant restrictions on lobbying and electoral campaigning activities.
  • Work with the Executive Director and fiscal sponsor to develop and oversee annual organizational budget and general financial management.


  • Support development/fundraising activities as necessary.
  • Supervise the Grants Manager and contractors as needed.
  • Other duties as assigned.

Job Qualifications

Essential Education, Experience, Knowledge, Skills, and Ability
The candidate must be a highly collaborative and an effective team player who listens and communicates well. Confident and knowledgeable, but humble, they should bring a high level of intellect, curiosity, discernment, and have excellent inter and intra-personal skills in this role. They should possess most of the following professional attributes and competencies:

  • Minimum of ten (10) years of related work; experience in philanthropy and grants management and operations is strongly preferred.
  • Strong systems orientation, with a track record of enhancing existing technologies preferred; familiarity with leading and implementing a grants management system strongly preferred.
  • Proven experience in project management, strategic planning, priority setting, facilitation of meetings, and execution of projects and systems within a complex organization.
  • Strong financial and analytical skills and experience in utilizing data to drive process change and improvement.
  • Ability to communicate effectively with diverse stakeholders and the ability to make compelling presentations on complex topics.
  • Willingness and ability to travel on occasion.
  • Commitment to the Fund’s mission, vision, and values. Experience in social justice, civic engagement, and/or movement building preferred.
  • Proficiency in Microsoft Office Suite, and understanding of technology and tools.
  • Ability to work remotely during COVID pandemic; after the pandemic emergency has lifted, work will likely include a hybrid of primarily remote work with some local travel to an office in Los Angeles.
  • Ability to communicate via phone and work at a computer for extended periods of time.
  • Ability to work at a computer workstation in an ergonomically correct environment.
  • Ability to work evenings and weekends when needed.

Valued and Non-Essential Education, Experience, Knowledge, Skills and Ability

  • Understanding of community organizing, grassroots mobilization, community-centered power building, electoral campaigns, popular education, and building local and national coalitions.
  • Direct experience working with immigrant and refugee communities, communities experiencing language barriers or that are predominantly Limited English Proficient, or culturally isolated an asset.
  • Knowledge of Asian American and Pacific Islander populations.
  • Fluency in an Asian or Pacific Island language an asset.
